Create a Wordpress Template

Hi I am looking for someone to create for me a wordpress website. I have sort of pages made up in word which need to be converted to word page pages. I want a header and footer created and for the data i will provide a few pages which need to be added but all pages need to be set up so they can be edited easily and more pages added and deleted. So the CSS file needs to be created with the colour schme, fonts etc. This should take a couple of hours for someone who knows wordpress well. My budget is $15 for the complete project.
