Create a navigation menu for WordPress

I need a navigation menu to be developed for a WordPress theme. I have included all of the images and information required to understand how the menu needs to work.
The freelancer I hire must have excellent knowledge of PHP, CSS, and WordPress.
You will be provided with WordPress and FTP access to the development site.
Full width menu:
The full width menu (see picture) has a maximum width of 1200px and should switch to the mobile version of the menu when the text can no longer fit on the menu on a single line.
The menu has drop down items and should have the facility for a sub-sub menu (three levels).
The grey bar at the top contains information that should be editable in the WordPress admin menu.
Both the grey top bar and the beige navigation menu should be sticky (see image) but I need to be able to disable the sticky feature in the code.
To be clear: the grey bar will stay at the top of the screen at all times and when you scroll past the beige navigation menu it will also stay at the top of the screen.
Mobile Menu:
The mobile menu should look similar and function like the menu on this site: [login to view URL]
Considerations
Menus should align correctly with the rest of the site.
Menu border should be visible at all widths.
Sticky menu should be easy to disable/enable for both mobile and desktop version of the menu.
