Create web interface to my COM API from windows desktop

My software creates UPS, FedEx, USPS shipping labels and is a MS Windows based application that is installed on windows workstations. My application has API/COM object that is registered locally on each workstation. I need to call my API/COM EXE from a web page running Internet Explorer, FireFox or Chrome internet browser that a user has open on their local workstation and if my COM API is registered locally. Call my API/COM and it will pop-up and allow the user to ship an order and return a string to you that you return to the web application. (No windows security issues or prompts to the end-user) Your job will be to create an interface using your web language of choice to call my windows API and my API will return a string to you. You will create a JavaScript library that exposes each function in my COM API library (about 15 functions) to the web so HTML programmers can make calls from HTML pages to our API functions. You will need to create a windows service that is installed and runs as a service and listens for input on a local port and passes this to our locally installed API. You will need to provide me with working samples and documentation on how to use, install on clients machine and call your code.
