Custom Website Needed - Coding Only/API Work - CS:GO Based Site

When 60 skins are collected by different users, the raffle begins. The winner is chosen based on raffle tickets. For example, if a user deposit $10 in skins, he gets 1000 tickets. The winner is chosen based on SHA224 algorithm. It’s also called “Fair Game” on many of these websites. A random number like 0.26236923 is assigned times the 1000 tickets will yield a winner number of #273421 for example. Site must have ALL functionality currently on [login to view URL] including: 1. Online chat that allows signed in users to discuss/comment (also display how many users online) 2.
