Developing API for mysql database

we are working on a graduation project which is a transfer money app in android that transfer money between many different local banks and we have a database for our application and we want to deal with these banks' databases(which they're virtual). we just want someone to develop APIs for these banks' databases. in addition to make the transfer operation on php(add amount to the receiver account and deduct amount from the sender account at same time). so, there are two tasks we want you to do: 1. develop APIs of banks' databases(which they're already created by us in mySQL). 2. develop the transfer money operation in php.
