Stop DDOS attacks to my site (cloudfare is not good enough), update my Fiverr clone site and fix Stripe payment error

My site [login to view URL] has been under attack since I brought it up months ago.
I hired a freelancer last month and he claims he cannot fix the DDOS and he recommended to leave it on CloudFlare "I'm under attack" mode. This mode is not good and causes errors on the site.
I need a coder that can figure this out and get my site working and up 99.99% of the time without using CloudFlare "I'm under attack mode"
I also need the coder to update the site to the latest FiverrScript 8.3.4 version and make sure the site works correctly from all the changes any previous coder has done.
The previous coder also messed up my Stripe payment method. When a person would buy something off the site, the site would change the amount from $99 to $.99 for some reason. This needs to be fixed
