Hi, I can develop an API that will do CRUD operations on an excel file. This API can easily be consumed by the public. I can do this using API connect, node.js, vb.net, c# or any program of your choosing. The excel sheet will serve as a database and then we will expose endpoints for each operation. I will use localhost for development but we can quickly change this to your server address. This can be done in a day.
