Build a form page for .wav that returns some text

I need a webpage with a form where to upload .wav files . After this the .wav file uploaded need to be used as a input parameter to a bash script that I already have. The script will return a string text. This text needs to be displayed back in the page where the user uploaded the .wav file.

PHP or Python implementation.

Need to be delivered on live UNIX env.

The input method needs to be:

1. direct upload of .wav file or

2. direct record in web browser a .wav file
