Build a Freelancer/Upwork like portal with few Tweaks

We need to develop a portal like freelancer/upwork. But there are few changes/tweaks to the core functionality.
1) This is based on one job/career type (Ex: IT).
2) There are no showcase of projects.
3) All projects are manually assigned to a freelancer by admin.
4) One project can be assigned to many freelancers, freelancers can go through the project and apply if interested, customer will select the choice from applied freelancers.
5) All free lancers need to be trained/vetted before getting active.
6) Admin manually activate the freelancer after reviewing the profile.
7) All the other operation is as usual as in Freelancer or upwork
I have created a basic flowchart of the project to have the basic idea. Few arrows/boxes may be missing but is enough to understand the project. Please go through it before applying.
We need this to be done by 20th Aug 2019.

There are pre-made systems equivalent to our need. Only few mods to make them as exactly as we want. If you can modify one of them, that will be an awesome option to save money and time. Below are two of them, please go through them as well.
