Build A Wordpress Custom Theme

I am looking for a website to be build in wordpress.
The site has already been graphically designed, including the mobile view which will be provided to you to work off. You will receive a PSD of the design and all fonts to work from to create the site.
The site must use a custom theme that is completely manipulable from the wordpress admin dashboard, meaning you can't hard code in the content.
This site will be become a template that will be reused for multiple sites so no content can be hard coded.
The final deliverable will include a word document outlining the structure of the site and how to change each and every element. This will be manual that I can use in the future to make changes to the theme and customise each and every element to be used for a new site.
The site will have the following elements:
- Front page
- Several information pages (you do not need to fill these in I will add these)
- Woocommerce shop and checkout system
- Blog
- Contact us page with form fields
