Complete a Ruby on Rails ANDROID APP / with Website

I need someone who can come in and complete what he did not finish. There are only a few bugs to work out. There is also an opportunity to further the expansion of the app as well. There are 4 phases of this app that I want completed. The app was started in Ruby on Rails for my Samsung Tab 4 and a website used to push data collected from the tablet pushes to a website where the collected data is stored. The Website is designed as a Recruiting Tool and Tracking and Database Collection Tool for my School I need someone who is good at RUBY ON RAILS, App Graphic Design, PHP and MYSQL. ( I WILL NOT CREATE MORE THAN A $75 MILESTONE TO BEGIN WORK) The balance will be paid as the project progresses and at the THE END of the project. You will need to trust me, as I trust you! I have 3 or 4 employees who will attend events and with a Samsung Tab 4, gather potential student information like: (SEE ATTACHED DOCUMENT) 1. Name 2. Address 3. Phone Number 4. Email Address 5. Medical Assistant or Dental Assistant In most cases I will not have an internet connection at these events BUT once this information is gathered, I will need to have it "pushed" or uploaded to a Central MYSQL Database at a different location.
