Design program to retrieve input data from 4 websites

Your bid must start with the words "I understand the project completely and can complete within your budget." I have an ecommerce business that ships all around Australia. I have accounts with 4 different companies to deliver for me, but they all charge a different price. I need a program designed that will connect to the 4 companies using some fixed data, and other variable data, retrieve the shipping details for me, and return the values. 3 of the companies have an API that can be used, but this might not be the quickest way to retrieve the data. The program must run reasonably fast - I would want the data retrieved in around 15 seconds. Ideally I would want to input the data into a webform which then somehow passes the data to the program, and is then returned to the webform. You must have a very good understanding of English if you are using the API's as the instructions are written in English. I have 2 sample programs developed by other freelancers that can be used as a start. Program 1 is a php file. This gets data from 3 companies, but not all the data is correct. Program 2 is a py file. This gets data from the same 3 companies, but runs slowly. Your bid for this project is final. No changes will be accepted. I have a budget of $A50 and no more for this work. I need the work completed ASAP - I have a timeframe for completion of 4 days maximum.
