Employee work schedule program

I'm looking for a web developer who can aid us in creating a work schedule program that are to be sold out to our clients as either on-site deployment or as could solution, hosted by us.

Features we are after:
Centralized employee data:
An employee management hub, so you can see an employee’s work history and timesheets information all in one place.
Clock-in control:
But you can control where they’re allowed to clock-in from (Network IP) and how early they can clock-in before a shift. You should also be able to manually edit hours. (Should be optional, and can be toggled off in the admin panel)
Swapped shift & vacation application/approval:
Employees should be able to request time off or want to swap shifts with another employee, bosses or departments managers should be notified by this request and can approve or reject this request.
Re-use schedules:
Have the option to not manually creating the same schedule week after week. If they have a weekly work schedule that suits you, they can simply copy it over to the next week.
Department messaging:
Send messages to employee groups or specific locations. For example, message all bartenders working at your downtown location.
Work reminder:
Send an Email to the employee reminding them of their work.
Employee Availability:
An overview of who’s going on vacation, who’s sick, and who’s swapping shifts.
Calendar:
Logged in employees can see whos working when in the calendar.
Departments:
Assign users to different departments. Include "Pink panther" in your application. The local donut shop does not need to see the work schedule of the pizza store across town.
Export timesheets:
Ability for managers to export timesheets of employees to easily see how many hours they have worked, no show, sickleave to save time running payrolls.
The theme/UI should be modern but clean, but yet again not to simple. The site should be easy to use and navigate, good looking and responsive. And of course not slow/sluggish.
Maybe an WHMCS module to provision the cloud solution to customers.
This will also be a long term contracted work as the project would need periodic updates and features upgrades.
We will provide the infrastructure, servers and services needed to fulfill this project.
At this stage we are looking to see what quotas we will receive, and plan our course of action from there. Please include the estimated time required to build this kind of web software.
