Fullstack Developer as Partner for Online Project

I am looking for a long-term partner for an online data-entry project of personal information "biography" type. Input should be possible in text, photos, sound and video. Output should be as printable archive, sound-file and video.
There will be a predefined set of questions to be answered as a guide for the data input. However, the sections should be flexible and additional sections should be addable by the user.
Additionally, I would like the user to be able to link/ invite external users for commenting.
Everything should be available in various languages. English, German and Spanish to start with.
Data security is a very important issue for this project.
I will take care of marketing/ sales.
