Get a Website Built

Hi, I need a website that does the following: Part1: I have my own number for Whatsapp. When people send a message to me via whatsapp, the website replies via whatsapp to that user with some custom message (for example: to subscribe to my list, reply with 1 -but the message should allow UTF8 letters-) and when the user again send 1, the website take his number and add it to a (broadcast list) which is a native list in Whatsapp. The website should check if there is an available broadcast list with less than 256 users to add that number whereas if all broadcast lists reached maximum of 256 then it creates new broadcast list and add that number to it. Note: if a user who is already in a broadcast list, said anything. You have to manage in somehow not to add it again in a new list. (duplicates not allowed) Part 2: The website should send a daily message to all broadcast lists. One list by one. Starting at specific time I choose. Also, the message which will be sent daily, is available at some dynamic file [login to view URL] which I will create and the php file has only echo string, so you have to get content of that file (This [login to view URL] file on me, I will do it).
