How to make my POI points different sizes (like cities) in MapBox / Leaflet.

Is it necessary to do that in Mapbox, it can be so easily done in ARCGIS if you have the data in DB. one can do that from csv files or watever format of data you have for the points and show your cities in circles depending upon their population. Let me know if you wana do in arcgis. By the way 10$ for the task is too less. Regards, Adnan
