The website would have two sides to it. One group of users (Group1) would get to signup and make a "profile" with certain fields filled in. And A second group of users (Group2) would get to signup through a paid membership feature, to see a list of all those "Group 1 profiles" and send them messages. There would be various restrictions imposed on the second group of users, as to how many Group 1 users they are able to contact and see. This would depend on their membership level. Simple project, I need this done fast and cheap.
