REST API creation for "Cash Register Express" by POS Nation

Looking for an Experienced developer who can understand the requirements on a "Cash Register Express" POS developed by "POS Nation".
It uses MSSQL and currently there is no inbuilt API to interact with the API from cloud or web based application. If you can create the complete REST API model with which we can interact with the server installed on a particular server (local computer) and sync our web based e-commerce store with it.
