RTMP to HLS converter

Please only bid for this project if you have the required skills to complete this project: We will provide you with an empty Ubuntu 16.04 system which has 4 CPUs and 8GB Ram - You have to setup a server with NGINX and FFMPEG or a better solution on Ubuntu 16.04 Your system: - has to grab the streaming RTMP source url from a server provided - should have minimal delays caused by conversion (less than 8 seconds between raw RTMP input and HLS output stream) - needs to re-encode Audio and Video streams - needs to constantly check if the RTMP source stream is live - needs to publish a OFFLINE pic + MP3 stream loop while the RTMP stream is offline - converter should restart itself on reboot of the system - converter should restart itself in case of a component crash - has to have testscripts and maintenance scripts in case any component fails and fails to auto-restart
