Sending Census file Via SFTP

We wanna create a page on our website, where user will fill out a list of info (16 questions as in [url removed, login to view]) and we will have user enter credit card info. if credit card gets authenticated through merchant, the the info will be sent like the attached csv file format to a server via SFTP as the instructions on [url removed, login to view]
We also have a .PEM file to authenticate the file transfer.
This page will be going on a website that is hosted via wordpress on [url removed, login to view]
