Software Development with Biometrics integration -URGENT

I need an expert to develop a small attendance software for me. Here are the details

This is how it works:

A student is only eligible to take exams if he achieves a minimum attendance threshold of 70-100% .

A student who makes between 60-69% attendance will be issued with a letter of warning;

A student who makes between 59-68% attendance will have his examination deferred to another session, while a student who has attendance threshold of below 59% will have his studentship terminated.

It is necessary to customise a time and attendance software such that

1. When students resume they will be enrolled; Enrolment will capture Bio Data of each student, and fingerprint, etc. These biodata will be stored in a database and deployed to all the Biometric devices.

2. After enrolment, each student's daily attendance is taken twice a day. He should log in first between 7 a.m. and 8.50 a.m and then between 3 p.m. and 5 p.m.

Rules:

Note that only attendance thumb printing between these times is valid so if a student thumbprints at 10 a.m. it will register but will not count for the purpose of attendance for that day

Then a student must clock in and clock out to be registered as present for the day. If he clocks in without clocking out, he is absent for that day.

3. A student may be excused from attendance on a particular day, (e.g. for health reason) so even though the student is recorded as absent for the day, the school authority should be able to intervene and allow the system to disregard that day the student is excused for the purpose of

calculating the attendance threshold for the student.

At regular periods, a student can request for his attendance status to date.

And just before the examinations, we can generate a report showing

Students who have attained the threshold of 70% and thus be allowed to take the exam

Students who have attained the threshold of 60-69% and thus will be issued with warning letters

Students who have attained the threshold of 59-68% and thus have their examination attempt deferred and

Students who have attained the threshold of below 59% and thus have their studentship terminated. Write "Nigeria" if you read this.
