create a members login type system.
Where a administrative user can create or delete members. Each user created will also create a Linux user.
also copying a set of provided files and folders to that new user directory .
One of these files as several fields . All fields in this file will be editable but in a tiered way, ie access to different field types from different pages so some members can be restricted from altering all fields.
Each member will be able to exec a bash script that will control a start-stop script within the init.d folder. The members must not have root privileges or exec with sudo
