Tool to create & deploy HTML5 websites with basic CMS

We need a tool to be able to rapidly deploy HTML5 sites. Tool needs to be able to do this: -select from a few predefined "templates" the theme needed -push of a button to create all the files needed for that "theme" will provide mock-ups in PSD format (with place holders) for all themes (up to 5 to start with). when a new website its deployed, the css needs to contain only the elements needed on that theme. (needs to be as light as possible). -- also, all themes need to be have some basic CMS features (end user needs to be able to add/edit text and edit pictures (maybe on a gallery page, add pictures). end user cannot change styles, colors or anything) HTML5 sites will be hosted on a shared hosting plan where a DB its possible. the way we see the whole process: we find a customer that wants a website we show him ... website1, website2, website3, website4 and website5 (templates) he chooses website4 we create the website for him, we customize it for him (colors, logo, initial content) we publish the website (make it live) and we tell him ... if you want to edit content go here: [login to view URL] (or something) and use this username/password no online form for them our customer will get own domain name and hosting they will provide us with the info needed to make the website live we will make everything for them CMS option they will have: if the page its not gallery --- just replace picture and text if its gallery .. to be able to add/remove/replace pictures if homepage has a slider, able to modify it. these are the basic pages a site will have: home, about, gallery, testimonials/services, contact we are Ok with using frameworks and not afraid to do some manual work if needed.
