Dear Sir, Kindly correct me if i am wrong about what you want: You want such a system that User A sends an SMS on a specific number and User B received that SMS on a Web based portal. Any further messages sent by User A (from his phone) will also be received by User B on web based portal, while any messages sen t by User B from the web based portal will be received by User A on his phone as an sms. I know quite a lot about SMS and web development (4 years ago built an python SMPP server and web apps for it). Looks like a fun project. My suggestion is building a reactive service using Meteor and Twilio (or another 3rd party SMS API). It would be quick to do and in your budget. It would require to use MongoDB. I am an engineer thus I can make it work, but sadly I am not really good for graphical design. If you want something fancy on this aspect you shouldn't consider me :-). PD: Please don't consider the milestones stuff. This website forces me to write something but we should decide about development iterations.
