view document file online in website

hello all , my requirement is simple i have one website dashboard where user can upload files and send to other user which use same website other dashboard he can click on view button and open file which sended by user that file can be doc , .csv , .docx or pdf user open it edit it and then save on his own dashboard no option for user to download file if anyone can do it or help in script then let me know need to done this work within 24hr so only serious bidder apply on it thanks
