Wordpress cookie / cache based "fake live" presentation feature

WATCH THIS 5 MINUTE VIDEO FOR INSTRUCTIONS: In essence, I need to add a feature to an existing plug-in. It's the same feature that automated webinars (webinarjam, stealthseminar) use to make a video seem like a live presentation. If someone refreshes the page or leaves it and then comes back after the first visit, the video that started playing automatically should continue NOT from where they left off or NOT from the very beginning - but rather the "real" time it's supposed to continue from. Examples... if I refresh the page at 4:00 the video will continue from 4:00 - 4:10 NOT 0:00 — if I leave the page 15:00 I go grab a coffee I come back 5 mins later, the video will resume from 20:00 Once the video is actually over (90 minutes long) then for 7 days (or whatever is the maximum), if people visit the page automatically redirect them to a different page. I'd assume this will require either cache/cookies.
