Write a project outline plan for future development

Today I would like a web developer professional to work with me and create a project outline plan in word. This will then be given to a developer as information to program a future project. You will: Talk with me about my requirements and create a plan on the website software I want to build. I want the software to be built using PHP/MySQL code and database so you must know how these interact as the software I want to get built will be a "Licensed Software". Some features would include: -Software Licenses (User Limited & different packages) -Basic user information will be held and used on other sites, that also have the software installed. Example: Website A is using my software. Website B is also using my software. If user signs up to website A, and then in the future wants to login to website B, His details will be with my main server and Website B can get the information so the user does not need to complete another sign up process. (Maybe the main license server will hold basic account info from software clients users?)
