Write some Software & Build a website -- 2

What I want is a simple website where it automatically takes winning Keno numbers from Massachusetts state lottery. The game plays every 4 minutes so it needs to update the winning number on the database everytime it's played. I also want certain ways to search such as there are 20 numbers picked each time. I want to look at just the first number and for example see how many times the number 1 was chosen and the percentage of it appearing, average times it misses, average times it his only once, twice, three, four times in a row. I want to be able to look at each set of numbers. I want the database filled with the number since it first started and have the ability to search a certain number of games. Example last 50 games, 100 games, 1000 games or entire time or by day. I need to see what numbers are most paired with each other and strings of number that show up. There are a couple other searches I'll need to add in. The website can be very simple but should have a search menu on the left at all times and when you search the table of data or info should pop up on the right of the search menu. Budget wise I have no idea what this should cost so after some bids I can probably get a clue. ****Here is some more detailed information of what I need****I will be awarding someone this gig in a few days. It is over 4000 words so I have added that to a text file and also a very rough simple sketch of the website layout.
