xml parsing rss, Ping website and take xml data put into searchable tables

I'm looking for a web developer who knows about database and knows about the stock market. I'm looking to build a subscription web site that list how much stock insiders of a company is buying or selling. The data is taken from the [login to view URL] website, all this info is public info. You must be able to pull this data from the [login to view URL] website and arrange it on the website. The data should listed on the website and could be rearrange the list by date, amount of shares bought or sold, user should be able to search for a particular company. There are dozen of websites already doing this, so you can view their websites as examples.
