Automated English Language Writing Quality Evaluation

We are building an automated quotation system. In order to fulfill the requirements of this system we need to be able to evaluate submitted text (length: 280 words), and rate the text on a scale from 1-5 (1 lowest, 5 highest). We have sample text that we have evaluated for each of the quality levels as a reference.
Background
We have already tried the online grammar checking services to attempt to rate the texts on the basis of how many grammatical errors are present. These systems are not accurate enough and miss a lot of errors.
We are looking for someone with Computational Linguistics background and or NLP and programming skills that can help us to develop the software that can perform this task.
