Develop a web application in Python using Django framework

The web application is an e-learning management system where there are three stakeholders: i) tutor, who after successful registration can upload tutorial videos on prescribed subjects. The quality and content of those uploaded videos are checked by admin, if found okay, informs the concerned tutor and the videos go live. ii) learner, who can browse courses and after successful registration on the site can enrol for a course of his/her choice. Enrolment for some courses are free, some are paid. His dashboard will show which videos have already been viewed and what percentage of the course has been completed. After viewing all the videos a certificate will be generated in his/her name that can be downloaded and shared in FB, LinkedIn etc. by the learner. The learner can post doubts and the tutor will reply to those doubts. The learner can post comments after completion of the course enrolled. iii) admin checks the quality, standard of the uploaded videos from the tutor and informs the tutor whether they are up to the mark and will be available in the site or have been rejected. Database in PostgreSQL to be maintained. Should maintain a github repository and share it with me. Don't need to host. More details can be discussed later. Payment after completion of the project satisfactorily.
