Development of a Trading Bot for Options Spreads Execution with TradingView and Interactive Brokers Integration

I want to connect my TradingView strategy, which generates alerts as webhooks, with Interactive Brokers to execute an options spread trade (either a debit or credit spread).
At the entry point, one of the options (either the bought or sold one) will be executed with the strike price closest to the current price of the underlying asset. The other will be executed with the next closest strike price. For example, in the case of SPX, it would be 5 points away.
Before entering, a mathematical calculation will be done to determine the potential profit ratio relative to losses. If a specific condition is met, a purchase order will be placed at the mid-price.
The expiration date for the options spread will be set based on a variable such that if, for example, 24 days are indicated and there are two expirations, one in 21 days and another in 28 days, then the farther expiration date will be selected.
The bot must be able to operate with both index and stock options.
Once the trade is placed, when the webhook alert is triggered, the operation should be closed in the best way possible, not simply by executing at market price, but by adjusting the limit price until execution is achieved.
Implement logic to handle responses from Interactive Brokers, including order confirmations, rejections, and error messages.
The system must be reliable, with failures being very rare, and there should be a way to identify when a failure occurs to manually rectify it if necessary.
I would prefer the programming to be done in Python.
It should be possible to enable paper trading mode in Interactive Brokers until it is verified that the system is reliable and can be switched to production mode.
It would be advisable to maintain a record in Excel of active and closed trades.
If any third-party services need to be hired, they should be inexpensive.
