Python programmer needed to generate JSON files from XML files

The aim is to generate a JSON file from the xml file. For this purpose, the law text („VAT law“ or „Umsatzsteuergesetz“ in german) must be broken down into the smallest elements with the aim of filling a graph database in which the law and each section are reassembled.
The following files are attached for this purpose:
- the XML file
- a manually created JSON file as an example
- A PDF-File, where Section 1 is graphically marked so that you can see what the smallest element is in each case
Please note that not every section has the same structure.
The smallest element is usually a sentence.
If a number has only one sentence, it is the number.
If a paragraph has only one sentence, it is the paragraph.
If a letter has only one sentence, it is the letter.
If a section itself has only one sentence, it is the section.
The graph is then built with Gremlin (Apache TinkerPop) and Azure Cosmos DB.
