Timed Audio Player with Web Interface for Raspberry Pi

I am looking at setting up an automated Paging system for a local Fire Department that would automatically activate a two way radio through external relay, and play a pre recorded message at selected times. The system would need to be controlled by a web interface and have user access levels. The user would log into a website, choose a date and time, and record an audio file. That audio file would then be played at the date / time they chose.
