ships control regulation at the low visibility of the sea

I’d like to research ships(=cargo ship, passenger ship, fishing boats, leisure boats) control regulation at the low visibility of the sea. Because of the high risk of vessel collision in low visibility situations, some countries have regulations governing ship departure. For example, according to the Korean Maritime Safety law, If the visibility is less than 1 kilometer, the passenger ship is controlled, and If the visibility is less than 500 meter, the cargo ship is controlled.
