I can do it. The simplest way to do it is a simple boolean column "business" in the database. If there are many server-side features unique for the business account, it's better to use STI. In both cases, on a controller level, you need authorizations everywhere (can_can, etc.) - what requests to allow or not allow the user to send based on the type of his account. On the view level, you also need to decide what to display or not display based on the account type (which can be solved on several layers - from back-end presenter to javascript logic). Plus tests for all this. Depending on what else depends on it, and on the size of your website, it can take from 3 hours to several days.
