Get top 10 in Google for easy keyword

I have a classifieds website which is specifically for the city of Jaraguá do Sul. It's a small city in Santa Catarina - Brazil, so I don't think it will be hard to reach the first page. Link building should be the main way to achieve it. Of course I won't accept low quality links or black/gray hat techniques. The keyword is "jaragua do sul", my budget is $40, and I will pay for the service using the GAF escrow service.
