SEO Expert - Diagnose Radical Traffic Loss - Investigation and SPECIFIC recommendations

We are looking for a legitimate SEO expert who can deeply look into why our site has gone from $181,000 in monthly SEO traffic value for highly searched free dating terms now down to basically zero over the past 16 months.

We felt it was speed, which has admitted gotten worse, but we are now at a point where we need to get an expert involved to save jobs. Current dev disputes that it's purely speed-related. We spent a lot of money on a link building campaign over the past 8 months but it has zero impact.
We realize things like a mistake on 302/301 and such can also drastically impact SEO carry through of backlinks. We started a massive decline in late 2018 and that has dropped out revenue by some 70%. I have to sort out how to recover asap.
I also realize malicious backlinks pointing out in backend can cause this and that is something I want to have someone look at as well. Every possible thing it can be I need looked into. We want to hire someone who is meticulous and looks under and at everything from our analytics to webmaster tools to our ahrefs reports. I am attaching a few screenshots. Job is for 1 week of initial deep-dive research and recommendations. You'd look through code, site, ahrefs, history, wm tools, analytics, personally peruse code to make sure no malicious activities from past devs, check for negative seo, and look into url structures, organization, density etc. (As well as anything I am missing)
Again no blanket statements like build more links and such. We want an expert who really looks into everything and spends some serious tine looks at code, looking at the speeds, lookings at how were linking from sites, looking at backend and how we are using a yoast like custom seo plugin to see if perhaps that somehow has stopped working. Looking at everything.
We did have someone do a copy and paste attack of the contents from our home page but we spent 3 months and go copies mostly gone of our content. That was last year.
This may very well turn into a long term opportunity or larger project but for now, I want to invest $500.00 into the time of an SEO Expert and see what we can learn. We are not looking for a one size fits all cheesy automated reports. DO NOT WASTE YOUR TIME BIDDING IF THAT IS WHAT YOU DO. On the other hand, if you are a TRUE PROFESSIONAL who really understands how these things happen we are REALLY ASKING for a committment that you will dig deep and try to find out why our site has lost most of its traffic.
