543958 SEO to move from 2nd page to 1st on Google.ca

Hello! The aim of the project is to get to the first page in Google Canada, using clean, proper, off-page, white-hat SEO techniques so that the site stays there on the first page. The site is already on the 2nd page. I don't want any work done that will negatively affect it by the search engines. I have 2 other sites on the first page, I know that if it's done right, you don't really have to do anything and the site will stay there if you regularly add content to the website. At minimum, I would like the following work done, in addition to getting it to the first page of google (although, I believe the following steps should help you get there): 1. 20 PR4+ backlinks (keywords to be provided) on [login to view URL] 2. 50 social networking links (including delicious, facebook, twitter, google+) Backlinks should come from: a. plumbing or home renovation related websites b. other home & garden websites If you feel you can NOT improve our SERP and site Page Rank, kindly please do not bid. We will give specific instructions regarding what keywords we want on project acceptance. All links must be only white-hat. We require a complete report of list of links added, where, what PR, when added, etc in a spreadsheet upon completion. We only pay 30 days after completion date, when we will see results. Backlinks on URLS should be active straight away. Links must not be made using automated software or any other illegal linking methods (e.g. from hacked website). Black hat or Grey hat methods will not be accepted nor paid for. We have the right to reject URLs that do not comply with the following Guidelines. GUIDELINES: - Absolutely no black hat or Grey hat tactics. Your Report (in OpenOffice or LibreOffice) includes: - Date link is placed on link page - URL of link page - IP of link page - Google PR of link page (not domain PR) - Number of outbound links from the linked page - Anchor Text used for the link - Target URL of the link that has been placed on the page ACCESS to our website won't be given. You will also show us how Google has picked up the new links. 100% of funds will be deposited in Script lance escrow; Payable 30 days after completion of project. We must verify all links remain in place. We will also verify improvement in SERP. If these requirements are not met, project is considered incomplete and no funds will be deemed payable.
