x64 Driver Unload - Advise on existing code due to bugs

I have a project that uses callbacks and IRP to create a filter driver that attempts to block/unload a target driver that uses the service control manager to load, this is not working due to a potential issue with the target driver not having an unload function. I wish the awarding freelancer to review and advise a suggestion of fix for this. The driver is hookless and is targeted at Windows 7 x64.
