Application Launcher (with Embedded Webbrowser & other functions)

I need a windows executable that will be used as a video game launcher. It needs to have the following features: - Skinned GUI (Mockup has already been made and will be provided to winning bidder) - 2 embedded browser windows (It should not use Internet Explorer) which display news from specific URL's. - Using the provided C++ library, query a list of game servers. - OS language detection that changes the language of the GUI to match the user's system (if no match is made, it falls back to english). - Upon startup, it displays an EULA for the user to accept. If the user clicks "I Dont Agree", then the launcher is closed. If the user clicks "I Agree" then the choice is remembered and the EULA is never shown on startup. - Windows Registry scanning to edit files. - Embedding the executable of the game into the launcher (i dont have the source code for it, nor can i get it so the actual exe needs to be included as a resource file and launched in memory). If you need to use a framework such as QT, that's fine but all the code should be obfuscated and encrypted. Successfully chosen freelancer will be required to sign an NDA.
