Database solution needed

Our company is in need of a database with which to track and manage information related to our clients and the company owned equipment assigned to them. We do not desire to purchase any additional software but do have MS Access 2007. We also have web hosting services and a website which we manage with Joomla 2.5. Either a local MS Access database or an online database hosted on our existing service will be considered. However, we are looking for bids which include recommendations on why one solution would be preferable to the other. We will also consider bids with proposals for other technologies if there is minimal or no cost for acquiring them but would require an explanation of the benefit of using this technology rather than MS Access or our existing webhost service. Specific requirements are as follows: 1. Ability to track the location and status of each piece of equipment. 2. Ability to view the history of each piece of equipment from the date of acquisition to the present. 3. Ability to assign and un-assign equipment to individual clients 4. Ability to generate reports showing the current status of all equipment on a specific date 5. Ability to sort the report listed above by client, equipment type, equipment status and geographical information. 6. Ability to add new clients 7. Ability to add new equipment as it is received 8. Ability to add new equipment types 9. Ability to convert all reports to PDF format 10. Ability to search for a specific client or piece of equipment 11. Ability to generate a report for each client showing the equipment in their possession on any given date. 12. Ability to enter notes about specific clients 13.
