File Property Reader - Small VB.NET or C# desktop application

We are 10 million dollar startup and we are looking for Dotnet(VB.NET/C#) Freelance developers who can work on our projects along with our team. Developer have a choice to work on hourly/weekly or monthly basis. We are starting with small project and request you to read the requirement carefully and revert back with the proposal. This requirement is ONLY for committed developers who who have requisite bandwidth to work with our ongoing projects. No reason for excuse will be accepted once the developer has committed to deliver the project on the timelines provided by him. Requirement is as mentioned below: 1. Form(VB.NET/C#) needs to be developed wherein user has the option to browse the folder, Once the folder is selected and then on pressing of BUTTON(READ FOLDER) all the files(File Names) in that folder are displayed on the screen along with all the properties of the files like if media files then File Type, LATITUDE/LONGITUDE along with their Country, City and State and all related possible properties else File Type, Creation Date, Modified Date etc. 2. User should have the option of saving the above data displayed on the screen in SQL Server. 3. While saving the above data User should have the option of Saving the Physical files in the folder on to their respective folders(Create New Folders in the Root directory or to any other directory as selected by USER on SCREEN) based on the File TYPE. 4. Based on the above data which is saved in the Database there should be report which should be based on Filters as per the File Properties, which should have two dropdown(one displaying all the File filters(which are the file properties) and other with the values based on the selection of first dropdown) e.g If user select the Property City in first Dropdown then second dropdown should display all the cities stored in the database like Dallas etc(based on LAT/LONG saved in Database along with Country/city and State ). Once Dallas is selected then all the files related to Dallas should be displayed on screen. OTHER EXAMPLE If user selects the Property - File Type in first Dropdown then second dropdown should display all the file types stored in database like PDF, XLS, JPG, MPG etc.
