Dear Sir: I have read your instruction. As far as I understand that you want to use multiple 3G modems to get multiple IP addresses for your software. I believe the most perfect way to do that you need mikrotik router. With the mikrotik router, you will be able to connect multiple 3g routers with mikrotik. You'll be able to connect proxy with 3G through mikrotik and that can solve your problem. I would love to know more about your project and would love to solve your problem. instead of using proxies, have you tried hosting a vpn server ? so what i understand from your description is that you want to connect multiple ip's to your licensed software or something, could you explain it a bit more. there are also other options like ngrok
