In the past I developed a company wide system monitor windows service that was completely extendible using plugin dlls. it monitored various business metrics as well as whether services were running, how much memory they used, peak memory usage, whether APIs were up, etc. I am very confident I can deliver the service monitor service in a timely manner and you will be very satisfied with the results.
