Write some Software

This software is an innovation project decision tool. Users respond to a set of grouped questions. The questions will enable the project team track their current level of knowledge and plan their next steps in their development of their project. I have a spreadsheet prototype that captures a user's response to various questions, color coding the responses. Each question would have a link to a.) capture notes and information about the user's response to that questions, b.) provide a lesson or links to tools and resources to act next on that question, c.) map to an organizational "matrix" of resources and capabilities (an organization would do a mapping exercise which the users can leverage). Though the tool is currently a single spreadsheet (for the questions, responses mapping). I would expect a different experience for a user in the software. Questions would be displayed by grouping when being completed. There would be a summary view. There are 3 sets of questions where each question generates a weighted scales score. The weighting will be on a 1-5 scale (user adjustable) and the user scoring will be on a 1-5 scale (fixed, not adjustable by the user). The total of the weighted scores will converted to a 1-100 scale. The scores for the 3 sections will be displayed on a bubble chart (x-y grid with z being bubble size). Users should have the choice to see just one, some, or all of their projects on a single matrix. I want users to be able to add new questions to each group and to disable (not delete) the default questions. New questions should factor into the overall 1-100 score and disabled questions should enable a new calculation. In other words if there are 3, 5 or 10 active questions in that group, all 3 should provide a 1-100 score (actually). I can model this for you in Excel if that will help. (I might want a 4th value on the grid. It would be displayed on a 1-5 scale from another group of questions and would be reflected on bubble opacity, light to dark or across a 5 color range like red-orange-yellow-green-blue or red-light red-yellow-light green-green) Users will login individually. Either initially or eventually I want the ability to group users by organization. Users work is private but they can grant read or read-write privileges to other users. Eventually I want to be able to group by organization with some administrator rights to assign new users, user rights, and group projects together across an entire organization. Initially users will create their own login. Can I get a social media login using LinkedIn? Eventually I may want to have a free and for fee version so I my need the ability to charge, run a trial time period, or have a free and for fee version on the same site. The fee version would potentially disable features, limit the number of active projects, limit sharing, etc. I want the ability to administrate the question labels and add or remove questions from an administration panel. I want user reports, user metrics. Users need to be able to save multiple forms. Each one should have a name. I'm looking for working prototype version for $2000 or less and operational by April 15, 2016.
