Hello, We are a team of software engineers with 6+ years of experience in professional software development. I assume that what you need is a desktop based application to perform the required text analysis and ciphering. If so, we would be able to create it in Delphi, it would have no external dependencies and would work on all Windows versions, XP and onward. Regarding the requirements, I understand that the user should be able to insert and copy/paste text, but do you have an idea on how the interface should look like? We can implement many different ciphering methods by using the readily available Delphi encryption libraries, but we would have to know how exactly you want everything to work. For example, it is not clear to me what would be the purpose of the numbers associated with words. In any case the once inserted texts can be saved in a local database so they can be recalled and reviewed later. We would need to know more details to provide an actual proposal in terms of price and time frame, but in general, features like modern looking user interface and support for various ciphering/deciphering methods would be no problem to implement.
