Automate GO/STOP Forex Trading Tool

I need a PC based tool that needs to be able to interrogate outputs from Foreign Exchange Sierra Charts (sierrachart dot com), which is an online Trading Tool) and give Go / Stop signals. I will draw up the architecture, requirements and flowchart myself. I then need someone to code it. At this time it is for personal use only so does not have to be user friendly for the world etc. Maybe there will be need to be able to make some minor changes for inputs for the values I use. Ideally the tool will be written in a common language such as PHP or C++ etc. The important thing here is that the developer needs to understand how the ouputs from SierraChart dot com can be seamlessly integrated into the tool to be developed. SierraChart uses off the shelf software (see [login to view URL]). Sierra also uses spreadsheets with binary data, which can also be interrogated.
