Convert pseudocode into SQL stored procedures

Hello all,
I need help to convert a set of business rules on a relational datamodel into sql stored procedures. They are basically constraints that I do not want directly in my database but as a validation layer.
The deadline to deliver is april 4th
I rather have a long term solution that actually converts the pseudo code into valid stored procedures, instead of a one-off direct translation.
I enclose the file with the rules, the column with the server rules is in column D
