Create Animations for Short Dialogs

I have around 60 short dialogs (speakers speaking Chinese) that I want to create animations for. Dialog length can be from 6 seconds to 40 seconds. (These are intended for students learning Chinese, so length often depends on the level of the learner the given dialog is directed at - beginner being quite short)

I would like to arrive at a fixed price for the job. Job could be broken into half or thirds.

Settings should appear to take place in modern China (for example Chinese restaurant, etc.) so familiarity with a modern Chinese city is a plus.

Characters should be Asian (Chinese), unless specifically otherwise.

Dialogs are grouped into sets of usually 3 per set, and so characters and scenes may be recycled for many of the dialogs, but would like each dialog set to have some novelty to it to keep user interest high.

Some sound affects needed where appropriate (for example, restaurant sounds, closing door, etc)

New dialogs will be published in the future, so hope that the working relationship will be ongoing after this initial project.

I would like to see a demo done of 1-2 of the dialogs in order to select the right talent for the job. (attached is audio and text for 2 sample dialogs which I hope can be used in the demos)
